Elmira was born in 1863 in Ohio.
At the time of the 1880 Census she was living in Mahoning Township, Lawrence County, PA and attending school. She married James Troutman 12 June 1887 in Lunenburg County, VA.
By 1904 Elmira was living in Baltimore, MD.
The 1910 Census lists Elmira as widowed, living in a rented house in Baltimore, MD with her five daughters. She had been married for 23 years before her husband's death.
In the 1920 Census she has been widowed, owns her mortgaged home in Baltimore and two children reside with her.
By the 1930 Census Elmira owns her Baltimore home valued at $5,000. Two daughters and three other women live with her.
Elmira died in January 1940 and was buried with her husband in Loudon Park Cemetery in Baltimore, MD.
